After 186.3 kilometres Magnus Cort Nielsen pushed his front wheel just ahead of the Belgian Ilan van Wilder (Soudal - Quick Step), who was already raising his arms in celebration. Third place went to Rui Costa (Intermarche-Circus-Wanty) from Portugal. Giro winner Jai Hindley from the German Bora-Hansgrohe team finished 5th in the daily classification.
It was Cort Nielsen's first win of the 2023 season, which also saw him take the lead in the overall standings of the Tour of the Algarve from Norway's Alexander Kristoff (Uno-X Pro Cycling), who finished first. Stage 1 had won.

After the start, a breakaway group consisting of six riders made off: Matthew Gibson (Human Powered Health), Rafael Lourenco (AP Hotels & Resorts-Tavira-SC Farense), Tomas Contte (Aviludo-Louletano), Gaspar Goncalves (Efapel), Antonio Ferreira (Kelly-Simoldes-UDO) and Joao Matias (Tavfer-Ovos Matinados-Mortagua). The group fell apart as the final stage of the 2nd Tour of the Algarve began. Goncalves, the last breakaway rider, was caught 30 kilometres before the finish.
With 24 kilometres to go, it became too difficult for the overall leader Alexander Kristoff. The Norwegian had to let the peloton go.
The team dominated the final climb to Alto da Foia Ineos Grenadiers and thinned out the peloton. There were no notable attacks from the peloton, which led to a sprint by a large group.
