A rain jacket needs to be waterproofed when it is no longer water-repellent. This means when the water no longer rolls off the outer skin but penetrates the fabric. This can easily be tested by stretching the jacket at a slight angle, spraying it with water and then shaking the stretched material. The raindrops should dance on the outer skin and roll away. If they do not do this and the jacket becomes visibly stained and feels damp, the waterproofing is worn out and needs to be renewed. Good waterproofing not only ensures that the jacket stays dry, but also that vapour is transported without resistance. This is particularly important for cyclists who sweat a lot and need good ventilation.
It is important to know which products the manufacturer recommends for waterproofing. This information can be found either directly on the label on the clothing or on the manufacturer's website. Gore Wear or Vaude, for example, provide this information very well. Waterproofing specialist Nikwax, for example, provides very detailed instructions on the subject with practical applications. There are basically two different methods: The best known is spraying and ironing onto the outer material, while the wash-in method is also very practical when washing in the washing machine. However, it should be noted that not every laminate is suitable for wash-in. You should therefore ask the manufacturer of the rain jacket etc. for information in advance.
